If your hosting provider provides the Fantastico application through Cpanel, it's really easy to install. Fantastico installs various applications (one of which is wordpress) for you in just a few clicks.
Once you've installed wordpress you have a basic functioning web site. At this point you can easily download free (and paid) themes and plugins. THey just go into your public_htmlwp_contenttemplates or plugins folder.

It really is quite easy... just find some good video tutorials. If you can tell me who your hosting provider I could get you exact instructions.

I use hostgator for my hosting. They have a good package where you can have hosting of up to 100 domains for $10/month. I really like them. They also use cpanel and fantastico, so installing wordpress is actually really easy through this function. And yes, you can import the free wordpress templates, but you need an FTP client to upload them to your server. There are free FTP programs out there, I use SmartFTP personally, but there are others.
